The concept of establishment and development of integrated science, studies, and business centres (valleys) (hereinafter – The Concept) was verified in 2007. It states that the valley is a science research, studies, and receptive to knowledge business potential (the whole of subjects), which is concentrated in one territory, has a common or interrelated infrastructure, and purposefully contributes to the creation of knowledge society and knowledge economy and the strengthening of Lithuanian economic competitiveness.

To provide a favourable environment for transferring the scientific knowledge and technologies into business;

To set up centres for inducing interaction between science research, science and studies, and receptive to knowledge business.

To assess the visions and draft programs of valley development;

To submit proposals to the Ministry of Education and Science (MES) and Ministry of Economy (ME) on preparation of valley development visions and valley development programs.
