Third estate consisted of everyone, that was nor nobility nor clergy (1st and 2nd estates). It could be the both the poorest peasant and wealthiest merchant. The 3rd estate also included the middle class- bourgeoisie.
Because 3rd estate was always outvoted by the 1st and 2nd estates, thats why they urged for each deputy to have a vote and due to that the 3rd estate could make up the majority.
The constitution declared many new changes such as decreasing the significance of monarch’s presence and letting legislative assembly to make laws.Also all the citizens who
payed certain taxes could vote, and all the citizens were considered equal
