Some crimes, like robberies or murders, have a great negative effect on people and the whole state, while others, like illegal downloading of films, songs and video games, do not have that kind of impact but are also wrong and must be dealt with. There are a lot of solutions that could prevent people from downloading films illegally.

First of all, cinema tickets should be cheaper. Big families do not want to pay money for movie tickets that they can get for free and their kids can see those films in home illegally. To give an example, every week there could be promotions where a movie ticket cost cheaper and families who have more than 2 children, one movie ticket would be free. As a result, more people would have the opportunity to go to the cinema, would not play movies illegally and spend less money.
