Corruption was and is a part of our human society since the oldest of days. Corruption fraud, theft, bribes and many more, there are all ways how people try to increase their wealth being in expense of others. But what is the true definition of corruption? Most people are deceived that corruption is the same as fraud or embezzlement, but this is not quite what corruption really is. Corruption usually is referred as a decision making that politicians or public servants make motivated by personal gains rather than the interest of the society, or there are favoring a small portion of the society's population, which they represent and make decisions that favor does people, that mainly is by making political decision that facilitates there businesses and makes competition in a segment, which there company is competing unfair for other companies that try to compete in a fair way. It is quite hard to identify corruption, because often enough this decisions that politicians make usually is referred as a public policy.

The second form is political, or "state corruption", this corruption occurs when political leaders distribute the national budget or create new legislations that facilitates new projects from which it is much easier to get a financial benefit either for themselves or there close associates or relatives. Usually the profits for corrupt politicians come from bribery or from direct value of the project. Examples of a corrupt politician taking a bribe is almost in every country it does matter if it is a developing country or industrialized country, only the differences is level of corruption.

It is already known that corruption exists in every country. But the level of it differs around the world. The corruption can be influenced by a lot of things. For example if the rights of individuals depends not from they will or a free will, but from the others will it makes a space for a corruption. In the other words if there is a need to use other opinion or decision of a third person, to make a decision of your own. So what leaves a plenty room for corruption?

A third person decisions, if laws and regulations use it not automatically. If decision consequences falls not on his chest and laws or regulations are unclear. If monitoring companies are not private. But it depends on the system, if there are no clear information on how to use the system, it makes the third persons to use it for their own ways.
