Sixth, limited information can occur in two areas of the labour market. At first, incomplete information leads to difficulties in finding workers for employers and in finding a job for workers: it is difficult for employers to assess the level of competency of potential workers, and employees find it difficult to predict their further income. Next, incomplete information stops the rational negotiation on payment, because it is difficult to assess every worker’s effort and productivity.

Seventh, there are no equivalent labour markets, because unemployment often occurs as a result of deliberate decisions. In this context, the market (private companies) does not provide unemployment insurance services; therefore the lack of equivalent market reduces the power of employees in the negotiation with employers.

Having summarized these aspects, it can be claimed that the decisions of state government institutions (government and municipalities) have a big impact on both labour supply and demand. Chosen labour market policies, especially the labour income taxation, increases or decreases labour force motivation and ability to work. Reskilling of the unemployed, information about vacancies gathering and advertising (active labour market policies) increase labour supply and unemployment benefits (passive labour market policies) decrease it. In order to reduce the consequences of unemployment, the complex of labour market measures has been applied.

2. SCIENCE AND HIGHER EDUCATION INSTITUTIONS, WORKING AGE AND EMPLOYMENT CONTRACTS IN LITHUANIA

According to the Lithuanian science and study of the law of higher education and science institutions are of two groups: high schools and research institutes. High schools are of two types: universities and colleges. High school can be public and private. Also high school organizes and carries out studies and provides research and study law in higher education qualifications, conduct research, and experimental (social, cultural) development and (or) art work, apply research and experimental (social, cultural) development, accumulate Science knowledge, develops creative activities and culture, fosters academic community values ​​and traditions. State High School is a public entity acting as a public institution with the Lithuanian Constitution guaranteed autonomy, special status. Non-governmental higher education is a public entity acting as a public body or a private entity.

University studies are conducted at the university, scientific researches are also conducted here, and experimental (social, cultural) development and (or) developed a high level of professional art. High schools that are conducting these activities must include the word "university" or "academy" or "seminary" in their title.

Research Institute can be state or non-state. State Scientific Research Institute carries out important, long-founder (legal person) appropriate direction of scientific research and experimental (social, cultural) enlargement for the state, public and subjects of farm.
